  1. I am not HSA, not a government agency and not a lawyer. Nothing here is legal advice.
  2. The free check is information, not a decision. It compares what you type with HSA's public list and the government's ingredient lists, by name. It can miss a different spelling and can match part of a name wrongly. Nothing you type into the free check is stored.
  3. What you get for the fixed price: a written verdict on every ingredient you send, with the rule beside it; a check of your label against the nine required items; and a sheet laid out like HSA's form, by email, within three working days of receiving your ingredient list, label photo and maker's details. One product, up to three shades.
  4. What you do not get: legal advice, lab testing, checks on marketing claims, a promise that HSA will accept your notification or that a marketplace will restore your listing, filing under any name but your own company's, or anyone else standing as the person responsible for your product.
  5. You are responsible for your product. You supply the facts: the ingredients and their amounts, the label, the maker's details. You confirm them when you tick HSA's declaration under your own company login. That is what Singapore law requires of the company that sells a cosmetic.
  6. Payment: nothing at request. I confirm the price by email before any work starts. You see the written verdict first, pay by PayNow, and then receive the full sheet. HSA's own fee you pay to HSA, and HSA does not refund it.
  7. HSA does not check your filing. The acknowledgement is issued automatically, and HSA says itself that it does not evaluate or approve the product. So the check is the whole of what you are paying for. If something I marked as allowed, or a label item I passed, turns out to be wrong, I redo the sheet free and refund my fee for that job, if you tell me within one year of receiving the sheet. That is the remedy, together with the cap below.
  8. Cap. My total liability for a job is limited to the fee you paid for that job, except where the law does not allow such a limit.
  9. Your details (email, brand, the files you send) are used only to do the job and to send one reminder before your yearly renewal. They are kept for seven years as the record of what was sent and received, then deleted. Reply STOP to any email to get no more. Nothing is sold or shared.
  10. Where the data comes from: HSA's cosmetic notifications dataset via data.gov.sg under the Open Data Licence v1.0, the ASEAN Cosmetic Directive lists and label rules as published by HSA, and HSA's own guide to the form. Rules and fees change; HSA's pages are the final word.
  11. Law. Singapore law applies. Paying for a job means you accept these terms.
